The C.N.C. article talks about a conference in the Chicago Temple were issues about homeless civilians were talked about. The sources talk about the infamous failed 311 plan, a helpline that was declared inadiquate and hampered the response to the homeless, New goals, and statistics. The main figures in this meeting were heads of commitees and directors.

Author or Site: Who is the author? What training have they had? If there is no author, examine the site. What is the purpose of the site? Who funds the site?
The author of the article is Meribah Knight. Her writing has appeared in The New Yorker, O, The Oprah Magazine, Utne Reader and American Craft, and her work has been acknowledged by the Journalism Center for Children and Families. She also teaches journalism workshops at the University of Chicago.
Attachment: Does the author or site have anything to gain from writing this, or is it simply informative? For example, is it a cigarette business posting an article about the benefit of cigarettes, or is it a scientific community unaffiliated with the cigarette business? The writer seems to be writing to give the homeless a voice and to show us the situation that is on hand with them. There does not seem anything to gain though, only to inform.
Bias: Do you detect a bias (a favoring of either side) in the author's writing? There does not seem to be bias in the article because there are many groups interviewed from directors to mayors.

The author cites directors of nonprofit and profit organizations which make her argument stronger because they give you feedback on what problems are being faced and how they are coping with them.

I plan to use this article to show the major issues on the homeless and to show the people who are dealing with this issue.
